HTTP 429 · Usage limits (SPEC §3.5)

This account sent its monthly emails, so this one wasn’t sent. Sign-in and password emails still send; others can send again when the period resets, or after you buy an email pack.

Does retrying help?

Yes, after waiting. Send the same request again once the wait in the message has passed (the Retry-After header says how long, when there is one).
