HTTP 409 · Projects and domains (SPEC §5, §5.1, §16, §19.2)

This project is archived, so it serves nothing and has no database. An owner can restore it into a free slot.

Does retrying help?

Not until something else changes. The message says what: a plan, an add-on, a setting or a role. The same request then works.
